HB 392 has been passed and signed into law as Act No. 192 by Governor Jeff Landry. This law went into effect August 1, 2025.
Listed below are the bullet points of what this law entails:

Changes the definition of Large Project Excavation & Demolition to require it to be within a contiguous area

Clarifies the 120-hour rule by stating it excludes weekends and holidays and extraordinary circumstances

Requires at least one person on any excavation or demolition site to provide proof of completion of our online training (FREE of charge) and training is required on an annual basis

Clarifies that all parties that are in conflict with a Large Project Excavation or Demolition must agree within 30 calendar days from the date the ticket was submitted

Clarifies that the requesting excavator or demolisher shall cancel the Large Project Excavation or Demolition ticket if mutual agreement cannot be reached
Note that the definition of manual probing was removed from the proposed amendment by the House Committee, but it will be revisited at the next Dig Law Advisory Committee meeting (date yet to be determined).
