About Us

ACTS was incorporated in May 2007 by Roger Cox, whose more than 50 years of experience spans excavation, utility ownership and operations, contract locating, and leadership of an 811 center.

These diverse experiences led Roger to recognize that, while stakeholders across the damage-prevention industry were generally committed to public safety and damage prevention, they often approached those goals from different perspectives, with different priorities and expectations. A lack of mutual trust and respect between stakeholder groups created significant obstacles to collaboration and meaningful progress, especially in damage prevention.

From the beginning, ACTS was founded on the belief that progress starts with creating an environment where ideas can be freely shared, differences can be understood, and people are willing to listen to one another. By bringing diverse perspectives together, ACTS works to build the trust, respect, and partnerships necessary for meaningful change.

By remaining focused solely on the damage-prevention industry, ACTS has helped foster lasting, positive relationships through communication, education, and collaboration, encouraging behaviors and shared accountability that make damage prevention and safety a priority.
